The author (topcat) currently has 35 posts.
If I remember correctly, a member has to have at least 80 posts in order to see and post in the Religion subforum.

Does this mean the author cannot view his own thread?
Or can he view it if he goes to his User Control Panel?

Correct. The thread is in an inaccessible area.

Users in this situation usually receive a PM with an explanation on why they can't see the thread they created.
