Indeed they did, in order to try to make it appear to be "friendly"
to the Federation. The screenwriters need some people from a
Commonwealth country (UK, Canada, Australia, etc.) to give them
an idea of how to make the idea of Empire work--or even a history
lesson in the transition of former colonies of the British Empire into
recognizably democratic members of the Commonwealth.
