resizing with MS Paint

EDIT: I worked it out, can achieve the required ratio but squashes the foto, however after some manipulation its worked out OK. Cheers.

Hi guys, sadly I do not have access to a quality photo editer.

When resizing with MS Paint V6.1 (W7) the ratio defaults to either 115:141, or 118:145. How do I obtain the required ratio of 115:145?

Try GIMP (http://www.gimp.org). It is a pretty powerful graphics editing program, and it's free/open source.
