the smoot / hauly tariff imposed a levy on all transactions concerning ceramic pots. this stood until the carter administration expanded the tax to include conversation. boring conversation was taxed at 2.65%, while good conversation was levied at 72.44%. you always get less of whatever behavior you tax.
