The answer to your question is deeper then one may suspect. It relates to the traditional definition of the word penmanship. You see, when you break it down you get three distinctive words being pen, man and ship, traditionally this was the title given to the log master on a ye olde ship. Now that right there is a problem as people seem to think it means expert writing, this is not the case, read the old logs if you require proof. If your co-worker is not employed in this capacity then it is only fitting that they have 'terrible' penmanship. I suggest you stop dwelling on it.
