Since I am a Californian, I'm looking for a site which will simulate placing a proposition on our California ballot. Have not been able to find any site such as this as yet, and I don't know enough about programming websites or the political process of placing a proposition on the ballot to produce one myself.

Offhand, it should cover:

Writing the proposition

gathering the necessary signatures

Dealing with both the support and opposition generated

Dealing with the bs (i.e., the lying) of both your side and the opposition side of marketing as applied to the political process (e.g., focus groups and the wording of questions in polls)

All I can think of for the moment, but everyone should get the idea here.

Primarily for doing a "dry run" of a proposition campaign, both pro and con, as a learning process before trying to do it out in RL!

This one is similar to what you're looking for in many respects. It's got more of a global feel, but a quick search can show you anything doing in California.

I found the following on the first page of search results:
-Re-open Proposition 8 for California Petition
-A Petition for California's Secession from the Federal Government ...
-Oppose more Wilderness Areas in California Petition
-California Parents Demanding Education Change "No To One Model ...
-Keep Arts Alive in California Petition
-Save the California Conservation Corps Petition
-Legalize Ferrets in California Petition
-STOP CALIFORNIA SENATE BILL 1614 Petition
-Eradication of California's Front License Plate Petition
-Repeal Jessica's Law and California Welfare & Institutions Code ...

As far as getting a ballot initiative, I think getting a few thousand signatures first helps a lot...
