Try asking them to quiet down.
Earplugs work nicely (found that out when my roommate snored like a freight train).
White noise works sometimes.

"Warning notice from the campus housing supervisor". Genuine or from your own printer. Works wonders. Melatonin is a life saver as well.

I'm sleeping pretty well now, thanks to Benadryl, earplugs, and sheer exhaustion.
