If Orson Scott Card ever finishes making the Ender's Game movie, it might do a decent job of addressing the topic, considering how the story unfolds.

I can just imagine the UN meeting.

this is no joke. i watch TV (because you know, i don't take myself so seriously that i think i'm above watching TV) and i've seen "The Extreme Universe: Is Anyone Out There?" on NatGeo. it said that the UN has anticipated what course of action to take should us earthlings take finally begin to receive extraterrestrial signals.

^A resounding second for District 9.

The setting of the movie is that a huge 'mothership' packed to the brim with alien refugees finds its way to earth. They're relatively peaceful and humans fail miserably trying to integrate them into society (as usual), and all of the aliens end up confined in tent cities in Africa. The story follows a 'case worker' who inadvertently befriends one of the aliens who holds the key to their safe and successful departure, and (trying to avoid spoilers, here) ends up seeing much of the scenario both figuratively and literally through their eyes.

They're some other species' slave race[1] who are accustomed to being whipped as a motivation to work. Left to their own devices, they don't do anything. Humans try giving carrots, get some work, and are constantly asked for more carrots. The two species are not integrable.

[1] Note that they do not produce culture, do not organize, are really good at building weapons, have no motivation for using said weapons.

He befriended the only two intelligent, adjusted aliens on the planet. Those two might be a throwback to how their race was before they were conditioned/modified to become slaves.
