The marginalized people of East Hastings street Vancouver would benefit, there would be no more easy prey for the predators that flock there. Even if all they had left was the needle I would give it to them and a safe place to use, especially the aboriginal women, who are by my experience the kindest and honourable women on this planet... Why, that is after all my traditional territory and it has gotten too white for my liking!

I'd spend it on bettering public education services and attempting to make the arts more common in middle-through-high schools. This is, of course, assuming that by $1,000,000,000 you mean $enough.

It's actually kind of sad. There are nearly a dozen schools in my city's public education system that have just cut all music and art classes so that everyone can spend more time on math and science, so that they can score better on SBA. I know that there are many ways of improving the quality of education at a school and the increasing the student's desire to learn, and I also know that making school even more of a hellhole isn't one of them.

I'd give 100,000 to 10,000 poor people of good character in my country assessed by a personality questionnaire, mailed out with the explanation that completing and returning the questionnaire is solely for research purposes that might eventually benefit underprivileged children. Well, I'd have to use some of that billion for administrative costs.

Take my country by military force. Having a country under my control, I would have an even larger amount of resources, therefore I would be able to invest much more in more than one social cause(education, health, corruption,etc).
I would kill all corrupt politicians and confiscate their family wealth gained through stealing(you make no ideia how much they steal around here).
I wouldn't mind killing them, since I strongly believe that people who do bad things that will damage many others for personal gain are bad people.

A billion dollars. US$ or AU$? :--P

As with others, my first thought was "energy". Through a company I would provide grants to CSIRO teams for specific energy research projects, in conjunction with private-enterprise partners, to develop a variety of sustainable energy technologies. Wave/tide, solar-thermal, solar-PV, biofuels, battery tech, hydrogen storage and fuel cell tech to name a few. This tech would be part owned by the company, the CSIRO and the enterprise partners, and licensed to other businesses at a price intended to increase adoption rather than profit.

I believe very strongly in our ability to engineer our way out from under our dependence on oil. We can't keep using more energy per capita each year forever - it's mathematically impossible. But we can have the tech ready and working so that when we hit the wall with fossil fuels it's possible to switch to an adequate sustainable energy source. Also, with the right IP and licensing agreements, the original billion dollars can be sustained and built upon, and fed into the research process many times over to increase its effectiveness. Over time as tech is refined more ambitious projects such as thorium reactors and even fusion might be on the cards.

Is hard to ping point a single one for I have a few I would contribute towards.

Cancer research - this has killed most of my family members in the past 4yrs, so is big for me

Poverty - I would start a non-profit so I can ensure the money is spent accordingly on children around the world fighting hunger and/or diseases and provide the basics for survival, food, clean water, clothing, shelter, and education.

Homeless - I would start a homeless shelter specially for the elderly who will have a harder time to get a job then create a program for the younger ones to flip their life's in 6m and get back on their feet

Rape/abuse - being on both ends, I would start a supportive group to help them flip the pain around and become stronger.

I think those would do it for me, all of the issues noted have touch my life one way or another and they are important to me, but of course they are mainly non-profits, so In order to work i would need to create for profit companies to help keep them alive, that is If I had billions to spend.
