I'm not sure I follow. Whether it's a 1 or a 0 in a computer; or an x on a ballot... it's still a vote.
I guess you're considering ballot box stuffing?
Here, voting goes like this: your name is on the list; you go vote, they give you your paper (which actually has a serial number on it that is recorded lol... so much for anonymous voting, but besides the point) you mark your paper, and put it in a box; they cross your name off the list. Individual ballots are counted and the count verified. Ballot stations are set up to take about 500 votes in. The votes are counted, the boxes sealed and kept. If there's more votes in the box than there should be: alarm. In a room filled with authorities from all sides of the equation, it's difficult to imagine vote switching can take place.... (unless a conspiracy of many is in place; which is unlikely)
There, a company uses a computer, and secretive software to count 1's and 0's... and anywhere along the way someone can adjust the result without a paper trail or proper checks and balances. A conspiracy of One can adjust the result.
