    Yep, that is essentially it, (though offline). You can either use "VSTi" plugins, which are soundgenerators (any type really) or General MIDI bank (using fruity LSD in FLS) to use those built-in sounds. (Rather I would recommend 'orchestral soundfonts' instead, even orchestral VSTi. VSTs (no 'i') are effects (like echo/reverb+soundfucking).

    A using sampler/slicer channel in FL, as well as many tools built in with FLStudio you can easily chop up and remix songs etc. It's a pretty noob friendly tool, yet when used proper is also appropriate for pros who want to lay something out quick.

    Very simple also, (online only-few options but still fun), is www.noteflight.com, but it tends to get quite slow as song length increases... so I wouldn't seriously recommend it outside simple melody creation.

    Hey! So about music, it all depends on what your preferred genres and your style of creation (linear or random). You'd have the most fun with some sort of USB-MIDI (piano)keyboard, yet there are quick ways to enter notes by keyboard and mouse by "step-editing".

    Have you tried FLStudio? (easy to get into, best for loopy, sequenced stuff)
    Would also recommend Reaper (linear, maybe a little confusing--very extensive)

    If you prefer seeing a staff, Lilypond (IIRC) works along with other softwares.

    KVR, is a good site where you can find extra sound generating plug-ins and setup information, helped me tons at first...
