    Fiction can always be educational - whether books, shows, films, anime, games, et cetera; aimed at children or otherwise. The latter is one of the reasons I find it peculiar that people watching children's shows are more often than not condemned if not watched with children as if it makes them 'less adult'; the same applies to gamers and whatnot. The educational value is completely disregarded.

    With regards to the question asked, you are spot-on. The only reason to change laws without changing its objectives or scope is to remove possible loopholes. The change of the latter may be disguised as to make the law more clear or whatnot, but in essence it is about loopholes.

    Most likely is. What I find fascinating by reading legislation is the scope that a writer has to go to include unlikely, yet possible scenarios to circumvent the objective of the legislation and writing in a section to make it impossible without effecting the legislation negatively on a whole. Legislation is rather complex when thinking why they added something in the way they do. The latter is also the reason for translations of legislation to be rather bad, in general.
