i btw do not know much about cellphones. do i have to go to engineering class? are there any specific courses i can take since i already have a degree in business?

Thats a very broad question.
Just off the top of my head.
A product design with a significant enough improvement.
Capitol or investors.
A manufacturing facility or an existing facility willing to retool for your product.
A distribution network.
An advertising strategy and all that entails.
A supply line and warehousing facilities.
Most important a business plan.
I don't know if this was supposed to be serious but as you stated that you have a degree in business I'm sure this is all old hat to you.

how does anyone learn how to design electronics for that matter? is there a school or do i have to work for nokia or motorolla to get experience before building my own?

well people in my country (philippines) seem to love it. i don't like cellphones myself but i think my employees would be amazing at this if only they were given the chance. i see lots of stores for example offering repairs, upgrading, and setting them up like cars. i wouldn't be banking on MY abilities at all but i'd like to learn enough of the basics to be able to start up a company. it was a hypothetical question but thanks for answering.:)

Easiest way would be to find a supplier of mobile phone devices (don't bother trying to manufacture them yourself, since it's highly unlikely you can compete in that market) and start badging them and selling them.
