For anyone with HP printers, you can resize images using HP Photosmart Edit. It came with my printer, it was the easiest way to resize my image to exactly what I wanted.

If you don't have an HP printer, I also have a couple recommendations:

IrfanView (http://www.irfanview.com/) - A simple (free) editor that can resize images, among other things. Windows only. (Don't let the horrid site design throw you off.)

The Gimp (http://www.gimp.org/) - The most well-known free image editor. More powerful than IrfanView, but far more complex. Runs on Windows, OSX, Linux, and other OSs.
