Avatar Upload Blues

I am trying to upload a customized avatar image, but am not having very much success. The image size and space should not be a problem as they are under the limits. I have tried uploading as well as linking off-site, but still no go.

Any advice? This is the image I want to use:

Ahhh... I see... Could you suggest a (free) software tool that I could download for the resize?

Is the original image larger than the one in your first post? It's easier to make images smaller than it is to make them larger.
