You can download IrfanView for free from download.com. It's great for resizing, cropping, etc. with pictures, though not as advanced as photoshop.

Acorn (http://mac.appstorm.net/reviews/graphics/acorn-a-photoshop-alternative-for-mac/) does, that's what I just used to resize your picture.
