What is it about a piece of creative writing that makes it effective and engaging?

Depends on the audience and purpose. Creative writing that I find effective is usually either emotionally evocative, or thought-provoking in some way. To attain this, there must be some sense of sincerity or genuine interest by the writer, imo.

Writing (creative writing) has to stirs the reader's emotion in some way, bet it by provoking him/her, making him/her laugh, think, cry, angry etc... If you think about it, any piece of writing does breathe, it's just the degree of 'breath' that makes it interesting and worthwile. The more a piece of writing makes you laugh, the better for it. Of course, this question can be answered in a lot of different ways.

I don't know. I like when a character makes so much sense in a non-sensical world. I write more than I read.
You could say I'm a poorly seasoned consumer of information. I prefer making it from scratch.

A strong plot, a character you can root for, a good hook, and conflict.

How a piece of writing can "breathe" has quite a different meaning in poetry than in prose.
Interesting question, nonetheless . . . I want to read some more responses before investing in sharing my own opinion.

I love inspirational poems dearly.
If the message is positive, or it describes something that happen in my life in a poetic way is definetly intriguing for me.
Outside of poems, I'm afraid I cannot provide an answer, for I hardly read anthing else outside of work related topics which are based on the writers expertised
