Just downloaded this free, feature-rich, easy-to-use, app (called Photoscape) from CNET to easily make my avatar. Using the Crop function under Editor tab, open your picture, select the Assign Ratio/Size option, and set to 115x145. Crop your picture, then go to Home under Editor tab. Click the Resize button, and adjust the width to 115 (or length to 145). Look at the window that displays the size values, confirm the size is indeed 115x145, then click Save. Select the Save As button and location, then the next window allows you to slide the resize bar to <20kb. My photo was originally 1.5MB and about twice as expansive (landscaped) before cropping.

What RAW formats are supported? It lists a RAW conversion as a feature but is mum on which manufacturers and which cameras are supported.

Sorry, the Help file within the app does not give a list of supported RAW formats.
A favorable review of the software from April says "Raw Convertor, useful for DSLR camera images, converts raw formats (DNG, CRW, TIFF, etc) to the web friendly JPG."
Another otherwise positive review from last year says "One warning about the RAW processing: Although it looks like you can drag and drop, the converter doesn't change RAW to JPEG unless you load the RAW file from within the native file navigator. It's a minor bug, but one that can lead you to believe that there's no RAW support at all."
But you've probably are ready seen these from a Google search. I haven't tried RAW conversion yet.

There is a paint.net tutorial (http://intjforum.com/showthread.php?t=19842) for making avatars if anyone needs help as well.
