Two of them only had very small parts of them split off, and were never assigned to a new half: the one at the very bottom left, the one who in the final picture is in the top row, second from the left. However, their removed "halves" - the very top of the bottom guy's head, and the very bottom of the top guy's shoes - were used in the switch.

At first we have twelve men, and then once we split them we have twelve top-parts and twelve bottom-parts. One top-part (the top guy I mentioned) and one bottom-part (the bottom guy I mentioned) are removed from the equation, leaving us with eleven top-parts and eleven bottom-parts. These two sets of eleven are switched around to give us eleven new little men. However, the two removed parts, which are *almost* full men in the first place, are treated like two full men in the final picture. So 11 full, switched men + 2 almost full, unswitched men = 13 men total.

Whoops, I forgot to put that in a spoiler box when I posted it at first. Hopefully I didn't ruin it for anybody. :)
